Lingap-Matua Foundation, Inc. and Pampanga State University Forge Partnership for Senior Citizens’ Welfare
July 8, 2026 marked a significant milestone as Lingap-Matua Foundation, Inc. and Pampanga State University – Apalit Campus officially came together to celebrate the beginning of a meaningful partnership dedicated to improving the lives of senior citizens through education, service, and community engagement.
This collaboration represents a shared vision of empowering older persons through sustainable programs, institutional cooperation, and community-based initiatives that promote dignity, well-being, and active participation in society.
A Shared Commitment Through the Memorandum of Agreement
This collaboration marks a significant milestone in advancing the welfare and well-being of our senior citizens. Through the Memorandum of Agreement (MOA), Pampanga State University and Lingap-Matua Foundation, Inc. committed to jointly undertake and implement the “Lingap-Matua, Gintung Biyaya (Care for the Elderly, Golden Grace)” project.
Both institutions pledged to fulfill their respective responsibilities under the agreement by maximizing the University’s resources, facilities, and the expertise of its faculty and staff to support programs and services that will benefit the project’s intended beneficiaries. The partnership reflects a strong commitment to combining academic excellence with community service to create meaningful and lasting impact.
Inspiring Messages from University Leaders
The program featured inspiring messages from Dr. Engr. Mark Anthony Castro, Officer-in-Charge, Director of Pampanga State University – Apalit Campus, together with Dr. Dean Lapuz, Engr. Inla Diana Salonga, and Engr. Aaron Malonzo of the Extension Services Office of Pampanga State University – Main Campus.
They emphasized the value of collaboration between academic institutions and community organizations in creating sustainable programs that serve society. Their messages highlighted the importance of extending knowledge, expertise, and resources beyond the classroom to address real community needs and improve the quality of life of vulnerable sectors.
The Vision Behind Lingap-Matua, Gintung Biyaya
Dr. Normando P. Simon, Founding Director of the then Don Honorio Ventura State University (DHVSU) – Apalit Campus and Project Leader of Lingap-Matua, Gintung Biyaya, shared the inspiration behind the project and its vision of promoting compassionate, sustainable, and community-based care for older persons through strong institutional partnerships.
He underscored the importance of empowering communities to become active partners in ensuring that every senior citizen receives the care, respect, and support they deserve.

This was followed by the presentation of the Board of Trustees of Lingap-Matua Foundation, Inc. and the acknowledgment of the distinguished guests by Dr. Bernardo P. Simon, Chairman and Chief Operating Officer of the Foundation.
He also presented an overview of the Foundation, highlighting its mission, vision, and commitment to improving the quality of life of older persons through meaningful and sustainable programs. The presentation reaffirmed the Foundation’s dedication to creating initiatives that foster healthier, more inclusive, and empowered communities for senior citizens.
Formalizing the Partnership
Following the short program, Pampanga State University and Lingap-Matua Foundation, Inc. separately signed their respective copies of the Memorandum of Agreement (MOA), formally signifying the official commencement of their partnership and their shared commitment to implementing the Lingap-Matua, Gintung Biyaya project.
The ceremonial signing symbolized not only a formal agreement between two institutions but also a shared promise to work together in delivering programs that will create lasting benefits for older persons and the wider community.
